Career

Kelley P. Doran is a veteran government contracts attorney with more than 25 years of experience representing domestic and foreign clients selling products and services to federal, state, and local governments. His practice includes counseling, negotiating, and litigation on behalf of government contractors and subcontractors in such industries as information technology, cybersecurity, aerospace and defense, life sciences, and biodefense.

Kelley’s experience with information technology companies includes work with both civilian and defense agencies. He has extensive experience in Federal Acquisition Regulation (FAR) Part 12 commercial item contracting as well as intellectual property issues related to data rights and subject inventions under FAR Part 27 and U.S. Department of Defense (DoD) FAR Supplement Part 227. Kelley has negotiated several Cooperative Research and Development Agreements (CRADAs) and Other Transaction Agreements (OTAs) on behalf of clients.

In addition, Kelley has significant experience in the areas of biodefense and pandemic influenza preparedness and regularly advises clients regarding contracts and grants with various federal agencies. These include the Biomedical Advanced Research and Development Authority (BARDA) under the U.S. Department of Health and Human Services (HHS), the U.S. Centers for Disease Control and Prevention (CDC), the National Institutes of Health (NIH), the U.S. Department of Veterans Affairs (VA), and the DoD. Kelley has been involved in large Project BioShield procurements, including programs for anthrax, botulism, smallpox, Ebola, and influenza as well as more recently Operation Warp Speed and related programs addressing the COVID-19 pandemic.

Kelley has served as an adjunct professor teaching government contracts law at his alma mater, Washington & Lee University School of Law, as well as the University of Baltimore School of Law.
