Matthew has worked primarily on various public and private mergers and acquisitions and project developments in the energy and resources, power and infrastructure sectors and has provided general Indonesian corporate and foreign investment regulatory advice.

Career

Matthew is a Herbert Smith Freehills partner who has been on secondment to Hiswara Bunjamin & Tandjung for over 12 years.

Work Highlights

• Consortium of INA, APG and ADIA on investment cooperation with Waskita Karya for two sections of the Trans Java Toll Road (Kanci-Pejagan and Pejagan-Pemalang) by acquiring 100% of the shares in Semesta Marga Raya and Pejagan Pemalang Tol Road (IJInvestor Transport Acquisition Award Asia Pacific 2024)

• DP World and INA in relation to the successful investment in and development and management of the new international terminal to be developed at Belawan, Indonesia in cooperation with Pelindo I with a project value of US$7.5 billion

• Norfund and Swedfund on its participation in the financing round of Xurya (an Indonesian solar rooftop company) through its initial first direct investments in renewable energy in Indonesia

• Pertamina Rosneft Pengolahan dan Petrokimia on the development of the US$15 billion Tuban grass root refinery and petrochemical complex (TGRR) in Tuban, East Java

• Sumitomo Metal Mining in its mandatory foreign divestment of a controlling stake in Vale Indonesia, together with Vale Canada and in cooperation with MIND-ID (the Indonesian mining sector SOE)

• Zhejiang Huayou Cobalt in relation to its ongoing development of Sorowako HPAL facility in cooperation with Vale Indonesia

• Indosat (IOH) on its US$275 million joint venture investment with BDx Asia Data Center Holdings to upgrade and operate multiple data centre businesses in Jakarta, in the largest ever foreign investment into Indonesia’s burgeoning data centre sector
