Rahul has over 15 years’ experience in public law with a focus on major infrastructure projects. He also has extensive experience in planning and compulsory purchase.

Rahul regularly advises on the consents required for major projects such as development consent orders (DCOs), transport and works act orders (TWAOs) and related environmental and other consents. He has advised on guided bus schemes, highways, light rail, flood prevention and airport expansion schemes and has particular experience in complex negotiations, having secured agreements with the principal objectors to the Woodside Link DCO and Victoria Station Upgrade TWAO Order.

He also advises on hybrid and private Bills, having promoted the Edinburgh Tram Bills in the Scottish Parliament and acted for major objectors to the Crossrail and HS2 Bills, securing agreements and undertakings for clients including Network Rail, Birmingham City Council, Birmingham Airport and the NEC.

His public law experience includes advising Natural Resources Wales on a judicial review as well as proposed enterprise projects and charging schemes.

Rahul has strong legislative drafting skills having drafted numerous acts and orders including the private member’s bill which became the Ragwort Control Act, an important step forward in equine welfare, and a number of bills in the Northern Ireland Assembly.

He also has particular expertise in road user charging and low emission zones, drafting the London Low Emission Zone Order and all major variations to the Congestion Charging Scheme including the Ultra-Low Emission Zone.
