Practice Areas
William’s regulatory work consists in providing advice on all regulatory issues (in administrative law) and assisting clients in litigation before the Belgian lower courts and the Council of State, the country’s highest administrative court. William’s particular focus is on public procurement matters, and he provides advice and litigates in tender proceedings. His team has been involved in several major public-private partnership projects.
Furthermore, William has developed strong expertise in the pharmaceutical sector and often advises companies on the Belgian legal and regulatory framework.
Professional Memberships
William is a member of the Lawyers Association for Public law, the forum for environmental lawyers and the professional association of the Real Estate sector.
He is a regular speaker for the “Vlaamse vereniging voor aanbestedingen”.
Publications
William regularly publishes on public procurement law.
- “European Public Procurement Law: The Public Sector Procurement Directive 2014/24/EU Explained through 30 Years of Case Law by the Court of Justice of the European Union, Wolters Kluwer Law & Business, 2015, second edition.” (with C. De Koninck and T. Ronse).
He was also involved in the drafting of the chapter on “Goods” in the new Belgian Civil Code.
