Ms. Liu Ying specializes in infrastructure project, PPP, real estate, cross-border investment. She also has extensive professional experience in legal services for both China’s local governments and major state-owned enterprises (SOEs) on broad range of matters.

Ms. Liu has over 20 years of experience in infrastructure and real estate, including project planning, acquisition and transfer, getting land using right, housing demolition, compensation and relocation for urban renewal, real estate development, project investment and financing (PPP, Trust, funds) ,etc. Ms. Liu provides legal services with respect to project risks assessment, structure design & negotiation, legal documents drafting, as well as legal opinions offering.

In addition, Ms. Liu has represented Multinational Enterprises (MNEs) and various domestic and international companies on matters related to establishing investment vehicles, development and investment in real estate and infrastructure projects. She also has extensive professional experience in civil and commercial litigation and arbitration.

Ms. Liu serves as the deputy director of Liaoning Law Association's Corporate Investment and Mergers and Acquisitions Committee, the director of Dalian Lawyers Association's Corporate Law Committee, a member of the Construction Engineering and Real Estate Committee of the All-China Lawyers Association, and the deputy director of the Real Estate Committee of SGLA Law Firm.

Ms. Liu Ying joined Liaoning Fada Law Firm since 2005, which has been merged into SGLA Law Firm in 2021. Therefore, MS. Liu is one of the initial senior partners of SGLA Law Firm (Dalian) since 2021.
