For Chuck's clients, opportunity lies in envisioning and advancing innovative ways to develop major infrastructure through nontraditional means, including public-private partnerships (P3s) and design-build. This includes innovation in project financing, design and construction, and long-term operations and maintenance. Chuck's comprehensive understanding of the construction and transportation industries, combined with his corporate and government relations experience, enables him to proficiently work through the details and subtleties of a project, while also helping clients stay focused on the big picture. To help clients in achieving success, he approaches challenges and potential roadblocks with next steps in mind.

Chuck has advised both private- and public-sector clients on a wide variety of concession arrangements (greenfield and brownfield) and other alternative project deliveries and procurement-related matters across a variety of sectors. His experience is extensive and involves some of the largest, most unique, and most complicated projects in the US, several of which involve capital expenditures in the billions.

A skilled negotiator who seeks out and builds on the common ground between business and government, Chuck provides clients with creative ideas and a steady hand to navigate through the myriad of obstacles that may arise, from the routine to the most complex. For instance, Chuck guided a client with "outside the box" thinking and a collaborative win-win approach to accomplish one of the most unique P3 arrangements in the US market. He first seeks to work with all parties to identify trouble spots early, with an eye toward developing workable solutions to even the most challenging problems.
