Career
Ramon Varela is currently a Partner and coheads the Energy, ESG and Project Development & Public Procurement practice groups at Morgan & Morgan. He also has a leading role in Banking & Finance and Corporate & Commercial Law practices. Throughout his more than 25 years of experience, he has advised clients in major infrastructure projects including energy and transportation. His clients include developers, operators, EPC contractors, investors and government authorities.
His practice in advising clients involved in the generation of energy has included advising developers and financial institutions in hydro, wind, natural gas and solar projects. He led the Firm’s team that represented The AES Corporation in the development of the Changuinola I Project, one of the most important hydroelectric plants in the country. He also led the team advising a group of lenders in a credit facility of up to US$300 million for the financing of four wind farms, with an aggregate capacity of 215 MW, comprising the largest wind farm in Central America. Also, he advised the Government of Panama in the drafting and approval of Law No. 93 of 2019 that established the framework regulation for Public-Private Partnerships (PPP) in Panama. In addition, Ramon advised Avanzalia Panama, S.A., in the development of the Penonomé Solar Project which, with an installed capacity of 120 MW, is the largest solar generation project in Central America.
Ramon has served as speaker at conferences and workshops related to the energy market in the country, to discuss the investment needs of the energy sector and new energy projects in Panama, as well as to the PPP projects under Law No. 93 of 2019.
