Kevin Conroy is a partner at Foley Hoag, with a primary focus on government investigations and regulatory matters. He co-chairs the firm’s Cannabis and State Attorney General Groups.

Kevin helps clients find workable solutions within highly regulated industries. He has considerable experience developing proactive strategies to guide clients through every aspect of the regulatory process, including cannabis and gaming licensing, consumer protection investigations and utility rate proceedings.

Kevin advises a variety of cannabis investors and operators across the United States regarding compliance with state and local cannabis laws and regulations. He has helped clients secure cannabis licenses in multiple states and works with them to obtain state approval for changes of ownership. As part of this, Kevin has advised clients on the regulatory issues related to large cannabis multi-state and international transactions. He also advises operators in enforcement proceedings brought by state cannabis regulators.

Kevin is a member of the United State Cannabis Council’s policy committee; the former co-chair of the National Cannabis Industry Association’s Sub-Committee on Emerging Jurisdictions and a member of the Boston Bar Association’s Cannabis Advisory Committee.
