Thomas Barker is a partner at the law firm of Foley, Hoag, LLP. He advises clients on complex Medicare and Medicaid regulatory, reimbursement, compliance and coverage matters. He advises innovator pharmaceutical, biotechnology and medical device companies, hospitals, and other health care providers. He also advises health care payers on Medicare, Medicaid, and ERISA matters. Prior to joining his law firm practice, he formerly served as acting General Counsel of the U.S. Department of Health and Human Services and as Chief Legal Officer of the Centers for Medicare & Medicaid Services. He is an adjunct professor of health law.
